TEA is a member-governed association. Our structure ensures that every educator we represent has a voice in the decisions that affect them.

Structure

How TEA Is Governed

TEA operates under a democratic governance structure that gives every member a voice. The organization is led by elected officers and an Executive Board, with decisions made through the Representative Council — TEA's legislative body.

All governance activities are guided by TEA's Bylaws, which establish rules for elections, meetings, dues, and the rights of members. Bylaws may only be amended by a vote of the full membership.

TEA's governance also reflects obligations as a CTA/NEA affiliate, including compliance with CTA's constitution and bylaws, financial reporting requirements, and participation in regional and state governance structures.

Full Membership

All active TEA members — the ultimate authority. Votes on bylaws amendments, major policy changes, and ratification of contracts.

Representative Council

TEA's legislative body, composed of elected Site Representatives from each school site. Meets monthly during the school year to conduct TEA business.

Executive Board

Elected officers (President, VP, Secretary, Treasurer) and site-level VPs. Manages day-to-day operations between Rep Council meetings.

Committees

Standing and special committees carry out specific functions (Negotiations, Grievance, Political Action, Scholarship, etc.) under board direction.

Robert's Rules of Order

TEA meetings are conducted according to Robert's Rules of Order, the standard parliamentary procedure guide used by organizations across the United States. This ensures fair, orderly, and efficient meetings where every member's voice can be heard. Members are encouraged to familiarize themselves with basic parliamentary procedure before attending Rep Council or membership meetings.
